Top Down Payment Assistance Programs for First-Time Buyers

For many first-time home buyers, the most intimidating hurdle is not the monthly mortgage payment but the upfront cash required to close the deal. A 20 percent down payment is a common myth, and most buyers put down far less. Even so, coming up with 3 to 5 percent of a home’s purchase price plus closing costs can feel impossible when you are also paying rent and saving for emergencies. That is where down payment assistance programs step in. These programs can provide grants, low-interest loans, or deferred-payment loans that cover part or all of your down payment. In this guide, we break down the best down payment assistance programs for first time home buyers, explain how they work, and show you how to find help in your area.

What Are Down Payment Assistance Programs?

Down payment assistance programs (DPAs) are state, local, or nonprofit initiatives designed to help qualified buyers afford a home. They come in several forms: grants that never need to be repaid, forgivable loans that are erased after you live in the home for a set number of years, and low-interest second mortgages that you repay alongside your primary loan. Some programs also cover closing costs or provide a reduced interest rate on the first mortgage. The goal is to reduce the cash barrier so that more families can achieve homeownership.

Most DPAs are targeted at first-time buyers, though some define “first-time” loosely. You might qualify if you have not owned a home in the past three years. Others are available to veterans, teachers, first responders, or buyers in specific neighborhoods. Income limits and purchase price caps apply, and you typically need to complete a home buyer education course. Because programs vary by location and funding availability, your best starting point is to research what is offered in your state and city.

Types of Down Payment Assistance

Understanding the structure of assistance programs helps you choose the one that fits your financial plan. Here are the three main types you will encounter:

• Grants: These are outright gifts of money that do not require repayment. They are the most desirable option but are often limited in amount and subject to funding availability.
• Forgivable loans: These are second mortgages that are gradually forgiven over a period of 3 to 10 years. If you sell or refinance before the forgiveness period ends, you may have to repay a portion.
• Deferred or low-interest loans: These loans carry a 0 percent or very low interest rate and are repaid only when you sell the home, refinance, or pay off the first mortgage. They effectively act as a second mortgage with no monthly payment.

Each type serves a different need. Grants are ideal if you want zero strings attached. Forgivable loans work well if you plan to stay in the home for several years. Deferred loans can be a smart choice if you need a larger amount and can manage the eventual repayment from future equity. Make sure to ask your lender or program administrator about any repayment triggers so there are no surprises later.

Top National Down Payment Assistance Programs

While many programs are local, several national options are worth knowing about. These programs operate through participating lenders and can be combined with conventional, FHA, VA, or USDA loans. The best down payment assistance programs for first time home buyers often include these well-known offerings.

FHA Loans with Down Payment Assistance

FHA loans require only a 3.5 percent down payment and have flexible credit score requirements. Many state housing finance agencies offer DPA programs that pair with FHA loans. For example, the FHA loan combined with a state grant can reduce your out-of-pocket cash to nearly zero. You must use an FHA-approved lender, and the property must meet FHA appraisal standards. This combination is one of the most accessible paths for buyers with lower credit scores or limited savings.

Conventional Loan Programs (Fannie Mae and Freddie Mac)

Fannie Mae’s HomeReady and Freddie Mac’s HomeOne mortgages allow down payments as low as 3 percent. When paired with a DPA grant or loan, you can buy a home with very little cash from your own pocket. These programs require a credit score of at least 620 and include home buyer education. They are popular because they avoid the upfront mortgage insurance premium that FHA loans require, saving you money over time. Check with your lender about which DPA programs are compatible with conventional loans in your state.

USDA and VA Loans

USDA loans for rural and suburban homes offer zero down payment for eligible buyers. VA loans for veterans and active-duty military also require no down payment. While no down payment is needed, closing costs can still be a barrier. Some states offer separate grants or loans to cover closing costs for USDA and VA borrowers. If you qualify for either loan type, you may not need a traditional DPA, but you should still explore whether help is available for closing costs.

Neighborly and National Nonprofit Programs

Nonprofits like the National Homebuyers Fund and NeighborWorks America offer down payment assistance in multiple states. The National Homebuyers Fund provides a grant of up to 5 percent of the loan amount for eligible buyers. This grant can be used for down payment and closing costs. NeighborWorks affiliates offer local counseling and sometimes direct assistance. These programs are worth investigating if you want a trusted nonprofit partner throughout the home buying process.

How to Find Down Payment Assistance in Your State

Finding the right program requires a bit of homework, but the payoff can be thousands of dollars in free or low-cost help. A good first step is to visit your state housing finance agency’s website. Every state has one, and most list all active DPA programs, income limits, and approved lenders. You can also use RateChecker’s state-specific guides to see tailored information. For example, our PA Down Payment Assistance guide walks through Pennsylvania’s options, while our Georgia Down Payment Assistance guide covers the Peach State’s programs.

Once you identify a program that matches your income and target home price, contact a lender that participates in that program. Not all lenders are approved to offer every DPA. Ask the lender to run a qualification check and provide a Good Faith Estimate showing how the assistance affects your loan terms. Also, ask about any overlapping deadlines or funding limits. Some programs run out of money quickly, so applying early in the month or quarter can improve your chances.

Key Eligibility Requirements

Eligibility for down payment assistance varies, but most programs share common criteria. You can expect to see these requirements:

• Income limits: Your household income must fall below a certain percentage of the area median income (AMI). Limits typically range from 80 percent to 120 percent of AMI.
• Purchase price caps: The home you buy cannot exceed a maximum price set by the program. Caps are usually tied to the local median home price.
• First-time buyer status: You must not have owned a home in the past three years, with some exceptions for veterans or buyers in targeted areas.
• Home buyer education: You must complete a certified home buyer education course, often available online for free or a small fee.
• Occupancy requirement: You must live in the home as your primary residence for a minimum period, usually 3 to 10 years if the assistance is a forgivable loan.

Meeting these requirements does not guarantee approval, but it puts you in a strong position. If you fall short on one criterion, look for alternative programs. Some cities and counties offer assistance with more flexible rules, especially in high-cost areas where home prices outpace standard limits.

Combining Assistance with Mortgage Rate Shopping

Getting down payment assistance is only one piece of the puzzle. You also need a mortgage with a competitive interest rate and reasonable terms. The best strategy is to compare offers from multiple lenders to see how each handles the DPA program you choose. Some lenders charge higher rates or fees when using assistance, which can offset the benefit. Use RateChecker’s rate discovery tools to see current purchase loan rates and find a lender that offers favorable terms alongside your DPA. Our comprehensive Down Payment Assistance guide explains how to coordinate these moving parts.

When you compare loan estimates, pay attention to the annual percentage rate (APR) and total closing costs. A slightly higher interest rate might be worth it if the lender waives fees or processes the DPA smoothly. Ask the lender if they have experience with your specific program. A lender who has handled dozens of DPA transactions will close your loan faster and avoid common pitfalls.

Common Mistakes to Avoid

First-time buyers sometimes make errors that delay or derail their DPA application. Here are the most frequent pitfalls and how to avoid them.

Mistake 1: Applying without a pre-approval. Sellers and real estate agents take you more seriously when you have a pre-approval letter that includes your DPA. Get pre-approved before you start house hunting.

Mistake 2: Assuming you cannot qualify. Many buyers skip applying because they think their income is too high or their credit score is too low. Let the program administrators make that decision. You might be surprised by the flexibility some programs offer.

Mistake 3: Not budgeting for closing costs. Down payment assistance often covers only the down payment. Closing costs can add another 2 to 5 percent of the purchase price. Some programs offer closing cost assistance too, so ask about that upfront.

Mistake 4: Ignoring the repayment terms. If you take a deferred or forgivable loan, understand what happens if you sell or refinance early. A five-year forgiveness period means you must stay in the home for five years to avoid repayment. Plan accordingly.

Mistake 5: Waiting too long to apply. DPA funds are often limited and distributed on a first-come, first-served basis. Once you find a program, complete the application as soon as possible. If you wait, the funds may run out, and you will have to wait for the next allocation cycle.
