PA Down Payment Assistance: Your 2026 Guide

Buying your first home in Pennsylvania feels like a milestone that keeps slipping away, especially when you have saved for years but still fall short of a 20 percent down payment. The good news is that Pennsylvania offers some of the most generous down payment assistance programs for first time home buyers in PA, many of which require as little as a few thousand dollars from your own pocket. These programs are designed to close the gap between your savings and the purchase price, making homeownership accessible to more residents across the state.

Down payment assistance comes in several forms. Some programs offer a forgivable loan that disappears after you live in the home for a set number of years. Others provide a low-interest second mortgage that you repay alongside your primary loan. A few even give outright grants that never need to be repaid. Understanding which option fits your financial situation is the first step toward using this resource effectively.

Before you start browsing listings, take a moment to check your credit score and gather your tax returns. Most assistance programs require a minimum credit score of 620 to 660, and they will ask for proof of income. The process is straightforward, but it does require preparation. Let us walk through the major programs available, the eligibility rules, and the steps you need to take.

Pennsylvania Housing Finance Agency (PHFA) Programs

The Pennsylvania Housing Finance Agency is the primary state-level source of down payment assistance. PHFA partners with approved lenders across the commonwealth to offer several loan products that combine a first mortgage with down payment help. These programs are funded by bond sales and federal grants, so availability depends on current funding cycles.

PHFA’s most popular option is the Keystone Advantage Assistance Program. This program provides up to 6 percent of the purchase price as a forgivable loan for down payment and closing costs. If you stay in the home for at least five years, the entire amount is forgiven. That means you pay nothing back. For a home priced at the Pennsylvania median of roughly $250,000, that is up to $15,000 in free assistance.

Another PHFA program is the HFA Preferred Conventional Loan. This is a conventional mortgage backed by Fannie Mae that allows a 3 percent down payment from your own funds. PHFA then layers on additional assistance of up to 4 percent of the purchase price. The combined effect is that you might only need 1 percent or less of your own money at closing.

To qualify for PHFA programs, you must meet income limits that vary by county. For example, in Philadelphia County, the maximum household income for a two-person household is around $99,000. In more rural counties like Bedford, the limit drops to approximately $80,000. You must also complete a homebuyer education course approved by PHFA. This course covers budgeting, mortgage basics, and home maintenance, and it typically takes four to six hours online.

Who Should Consider PHFA Programs

PHFA programs work best for first-time buyers who have steady employment and a credit score above 640. The key advantage is the forgivable loan structure. Unlike a second mortgage that adds a monthly payment, PHFA’s forgivable loan requires no monthly payment and disappears after five years. This keeps your debt-to-income ratio lower, which makes it easier to qualify for the primary mortgage.

One potential drawback is that PHFA loans often carry slightly higher interest rates than market-rate loans. The tradeoff is that you receive thousands of dollars in assistance. Run the numbers with a mortgage calculator to see if the higher rate is worth the reduced upfront cost. In many cases, the assistance saves you more money than the rate difference costs over the first few years.

Local and County-Level Assistance Programs

Beyond state-level programs, many Pennsylvania counties and cities operate their own down payment assistance programs. These are often funded by federal Community Development Block Grants or local housing trust funds. They typically target low-to-moderate income households and may have more flexible credit requirements than state programs.

Philadelphia offers the Philly First Home program, which provides up to $10,000 in assistance for first-time buyers purchasing a home within the city limits. The program is structured as a forgivable loan that is forgiven after five years. Income limits are higher than some other local programs, making it accessible to a broader range of buyers. The city also runs the Homeownership Assistance Program, which focuses on low-income households and can provide up to $15,000.

Pittsburgh and Allegheny County have the Allegheny County Down Payment Assistance Program. This program offers up to $15,000 in assistance for buyers earning less than 80 percent of the area median income. The funds can be used for down payment, closing costs, or even repairs. Unlike some programs, this one does not require a specific credit score minimum, though individual lenders may impose their own requirements.

Other notable local programs include:

• Erie County Homebuyer Program: Up to $10,000 in deferred-payment loans for first-time buyers in Erie County. The loan carries zero interest and is forgiven after 10 years.
• Delaware County First Time Homebuyer Program: Provides up to $7,500 in assistance for buyers earning below 80 percent of the area median income. The funds are a forgivable loan after five years.
• Lancaster County HOME Program: Offers up to $15,000 in down payment assistance for low-income households. The loan is forgivable after 15 years of occupancy.
• Lehigh Valley Housing Initiative: A partnership between Lehigh and Northampton counties that provides up to $10,000 in assistance. Buyers must complete a homebuyer education class.

These local programs often have limited funding and may close applications after a certain number of approvals. If you find a program that fits your situation, apply as early as possible. Waitlists can be long, especially in high-demand areas like Philadelphia and Pittsburgh.

Federal Programs That Pair With State Assistance

Many first-time buyers combine state or local down payment assistance with a federal mortgage program. The most common pairing is a PHFA loan with an FHA mortgage. FHA loans require only a 3.5 percent down payment and allow credit scores as low as 580. When you add PHFA assistance, your out-of-pocket cost can drop to nearly zero.

Another option is a VA loan for eligible veterans and active-duty service members. VA loans require no down payment and have no monthly mortgage insurance. PHFA assistance can be used to cover closing costs or prepaid items like property taxes and homeowners insurance. This combination is especially powerful because it eliminates both the down payment and the need for cash reserves at closing.

USDA loans are also an option for buyers purchasing in eligible rural and suburban areas of Pennsylvania. USDA loans require no down payment and allow the seller to pay up to 6 percent of the purchase price toward closing costs. PHFA assistance can cover any remaining closing costs or be used to buy down the interest rate. The result is a very low-cost path to homeownership.

If you are considering a federal loan, it is important to understand the differences in mortgage insurance and loan limits. For example, FHA loans require an upfront mortgage insurance premium of 1.75 percent of the loan amount, plus annual premiums. In our guide on FHA loan limits for homebuyers, we explain how these limits vary by county and affect your purchasing power. The same principles apply in Pennsylvania, though the specific limits differ.

Eligibility Requirements You Must Meet

Every down payment assistance program has its own set of rules, but most share common eligibility criteria. Understanding these upfront will save you time and prevent disappointment later.

First-Time Homebuyer Status. Most programs define a first-time buyer as someone who has not owned a home in the past three years. This includes previous homeowners who sold their property and have been renting for at least three years. Some programs, like PHFA’s Keystone Advantage, also consider a displaced homemaker or single parent who only owned a home with a spouse as a first-time buyer.

Income Limits. Your household income must fall below a certain threshold based on the county where you are buying. These limits are adjusted annually and are typically set at 80 percent or 100 percent of the area median income. Some programs use a higher limit for buyers purchasing in targeted census tracts or high-cost areas.

Credit Score Minimums. While some local programs have no minimum credit score, almost all lenders will require at least a 620 score to qualify for the primary mortgage. PHFA programs generally require a 660 score for conventional loans and a 640 score for FHA loans. If your credit score is below these thresholds, focus on improving it before applying.

Homebuyer Education. Nearly every assistance program requires you to complete a HUD-approved homebuyer education course. These courses cover the entire home buying process, from budgeting to closing. The cost is typically $75 to $150, and some programs reimburse the fee after closing. You can take the course online at your own pace.

Occupancy Requirement. The home you purchase must be your primary residence. You cannot use down payment assistance for a second home or investment property. Most programs require you to occupy the home within 60 days of closing and live there for the duration of the assistance period, usually five to 15 years.

Purchase Price Limits. Some programs cap the maximum purchase price. For example, PHFA’s conventional loan program has a limit of $350,000 in most counties and $400,000 in high-cost counties. If you are looking at homes above these limits, you may need a different financing strategy.

How to Apply for Down Payment Assistance

The application process for down payment assistance is not as simple as filling out one form. It involves multiple steps, but the process is manageable if you follow the right sequence.

First, find a lender that participates in the assistance program you want. Not all lenders are approved for PHFA or local programs. PHFA maintains a list of approved lenders on its website. You can also ask your real estate agent for referrals to lenders experienced with these programs.

Second, get pre-approved for a mortgage. The lender will review your credit, income, and assets to determine how much you can borrow. During this step, tell the lender that you plan to use a down payment assistance program. They will calculate how the assistance affects your loan-to-value ratio and monthly payment.

Third, complete the homebuyer education course. You can take the course before or after you find a home, but you must complete it before closing. Many courses are available online and take about four to six hours. Save your certificate of completion; you will need it for the loan file.

Fourth, find a home and make an offer. Your real estate agent should know which programs you are using so they can include appropriate contingencies. Some sellers prefer buyers who use conventional financing because it often closes faster. However, with the right lender, assistance programs can close just as quickly.

Fifth, submit the assistance application. Your lender will typically handle this step. They will submit your documentation to the program administrator, who will verify your eligibility and reserve the funds. This can take one to three weeks, so plan accordingly.

If you are considering refinancing in the future, it is important to understand how your assistance loan affects your equity. Some programs have restrictions on refinancing during the forgiveness period. In our article on refinancing a home equity loan, we discuss how second liens are treated by lenders. The same principles apply to down payment assistance loans that are structured as second mortgages.

Common Mistakes to Avoid

Even with the best intentions, first-time buyers often make mistakes that delay or derail their assistance application. Being aware of these pitfalls will help you stay on track.

One common error is assuming you qualify before checking the income limits. Buyers sometimes fall in love with a home only to discover their income is slightly above the threshold. Check the limits for your target county before you start house hunting. If you are close to the limit, consider whether you can reduce your gross income through retirement contributions or other pre-tax deductions.

Another mistake is using all your savings for the down payment without keeping a reserve. Many lenders require you to have two to six months of mortgage payments in reserve after closing. If you drain your savings, you might not meet this requirement even with assistance. Keep at least three months of expenses in a liquid account.

Some buyers also fail to account for the interest rate difference. As mentioned earlier, PHFA loans sometimes carry slightly higher rates. Get a full loan estimate from your lender that shows the interest rate, APR, and monthly payment with and without assistance. Compare the total cost over five years to see which option saves you more money.

Finally, do not ignore your credit score in the months before applying. Even a small drop from 660 to 640 can disqualify you from certain programs. Avoid opening new credit cards, taking out auto loans, or making large purchases on credit. Pay all bills on time and keep credit card balances low.

Using RateChecker Tools to Compare Options

Navigating the landscape of down payment assistance programs requires comparing multiple loan scenarios. RateChecker provides tools that help you see how different interest rates and loan terms affect your monthly payment and total cost. You can input the purchase price, down payment amount, and assistance type to see your projected payment.

For example, you can compare a conventional loan with a 3 percent down payment and PHFA assistance against an FHA loan with a 3.5 percent down payment and no assistance. The calculator will show you the monthly principal and interest, mortgage insurance, and total cash needed at closing. This clarity helps you choose the program that fits your budget.

If your credit score is less than perfect, you may still qualify for assistance but at a higher interest rate. In our guide on refinancing a home with bad credit, we explain how lenders evaluate risk and what you can do to improve your rate. The same strategies apply when applying for a purchase mortgage with assistance.

RateChecker also offers a personalized rate discovery tool that shows you real-time rates from multiple lenders. This is especially useful because not all lenders offer the same rate for assistance loans. By comparing offers, you can find a lender who provides a competitive rate while still processing your assistance application efficiently.
